sci-ml/pyannote-pipeline: new package, add 4.0.0

Tunable-pipeline framework: glue between pyannote Pipeline objects
and Optuna for hyperparameter search. Required runtime dep of
sci-ml/pyannote-audio.

Pure-python, hatchling-built. Deps mirror upstream pyproject.toml.
