sci-ml/pyannote-database: new package, add 6.1.1

Reproducible experimental protocols for multimedia databases.
Required runtime dep of sci-ml/pyannote-audio (the metric+pipeline
layers consume Protocol objects defined here).

Pure-python, hatchling-built. Core deps match upstream pyproject;
typer gated under USE=cli (entry point is only used by the
pyannote-database CLI, not at import time).
