localai-backend/liquid-audio: new backend, venv-free, on sci-ml/liquid-audio

changed local-ai-python.eclass added LOCAL_AI_PYTHON_NO_VENV for
backends that only use tree packages and run under the system interpreter.

added sci-ml/liquid-audio and its license LFM-Open-License-1.0
