sci-ml/lightning-utilities: new package, add 0.15.3

Shared utilities for the Lightning AI ecosystem (RequirementCache,
import helpers, CI fixture machinery). Needed by sci-ml/torchmetrics
and sci-ml/lightning on the pyannote.audio path.

Pure-python; multi-impl since both downstream consumers will pin via
their own SINGLE_IMPL wrapping.
