sci-ml/asteroid-filterbanks: new package, add 0.4.0

PyTorch filterbanks (STFT, MelGram, learnable, ...) from the Asteroid
source-separation toolkit. Runtime dep of sci-ml/pyannote-audio.

Pre-PEP-625 sdist preserves dash in filename; PYPI_NO_NORMALIZE
keeps the URL working. SINGLE_IMPL via pytorch; tests restricted
(librosa/scipy fixtures we don't carry).
