Built against the libheinz 2.x API; cap it so the new in-tree libheinz-4.0.0 can't be pulled in.

sci-libs/libformfactor: add 0.4.0

Required by bornagain-24.0. Upstream fixed the multilib and config-path installs, so 0.3.2's seds are dropped. libheinz floored at 4.0 (the co-release).
