sci-libs/libformfactor: follow upstream project move

The project moved from mlz/libformfactor to mlz/lib/formfactor. Use the canonical homepage, archive paths, and remote ID rather than relying on permanent redirects.

sci-libs/libformfactor: add 0.5.1, re-pin jugit S=, restore 0.3.2

- add 0.5.1 (drift bump).
- fix 0.4.0: its S= predated the mlz/libformfactor -> mlz/formfactor rename,
so the old libformfactor-v0.4.0 top-dir no longer matched jugit's
regenerated formfactor-v0.4.0-<sha>; pin the tag commit and refresh the
stale Manifest checksum (0.5.0/0.5.1 already carry the commit pin).
- re-add 0.3.2 (dropped in 573dc05ea) as the consumer-anchored dependency of
sci-physics/bornagain-23.0, which needs <libformfactor-0.4 on the
libheinz-2.x API.

sci-libs/libformfactor: add 0.5.0

jugit renamed the project libformfactor -> formfactor, so the v-tag archive now
unpacks to formfactor-v<ver>-<sha>; pin the tag commit for S. LibHeinz::LibHeinz
(exported since libheinz 3.0) satisfies the unversioned find_package.
