sci-libs/hipSPARSE: drop unreachable test plumbing in 10.0.0

RESTRICT="test" is unconditional, so src_test can never run. Behind it
the ebuild fetched nineteen matrix files from sparse-files.engr.tamu.edu
under test?, then compiled deps/convert during src_prepare and ran it
over each one.

That is the expensive shape of dead plumbing: a USE flag that changes
nothing, but which on the way there pulls nineteen third-party
downloads from a university host over plain HTTP, plus a gtest BDEPEND
and a compile step, all for a phase portage will refuse to enter.

BUILD_CLIENTS_TESTS is pinned OFF rather than tracking the flag. The edo
and toolchain-funcs inherits go too -- the removed convert loop was
their only consumer.

Superseded by 7.2.4, the last release of the 7.x series and the rollback
target for the ROCm 10.0 migration. Version retention keeps the last two
plus the last of each previous major series; 7.2.4 and 10.0.0 satisfy both,
so the third version is redundant.

sci-libs/hipSPARSE: guard the -Wall sed, drop its dead third target

`sed` exits 0 on no-match, so an upstream that stops spelling -Wall here
would leave the -Wno-unused-value suppression silently inert with a green
build. Guarded with an explicit grep-or-die per file.

Writing the guard is what surfaced the real bug: clients/tests/CMakeLists.txt
carries no -Wall at 10.0 at all. The file still exists -- the flag is gone --
so that third -i target has been editing nothing, while the ebuild's shape
implied it was covered. Dropped it rather than leave it asserting coverage it
does not provide; the same silent-no-op cleanup dev-libs/rocm-device-libs did
for cmake/Packages.cmake.

Verified against the therock-10.0 source, and not just by exit status: after
src_prepare both remaining files actually contain -Wno-unused-value.

Tag moves to therock-10.0; the asset and unpack root are unchanged, and the
-Wall sed anchors still match all three CMakeLists.

Fix the SLOT quoting: 7.2.4 spelled it SLOT="0"/$(ver_cut 1-2), which expands
identically but is a latent typo.

metadata: normalize tab → 2-space indent in 42 imported files

42 metadata.xml files inherited tab indentation from their origin
overlays (mostly the ROCm cluster, plus a handful of dev-python and
AMD-tooling imports). The overlay convention is 2-space; this brings
them in line with the other 498 files. Maintainer attributions
preserved verbatim.

sci-libs, dev-libs, dev-util: fix S for ROCm 7.2.4 tarball relayout

The rocm-7.2.4 per-component release-asset tarballs are re-rolled with a
lowercase top-level wrapper dir (hipblas/, rocblas/, rocr-runtime/, ...)
where the 7.2.3 assets exploded flat into WORKDIR. The bumped ebuilds
kept S="$", so src_prepare died applying PATCHES and running
seds against paths that had shifted one level down. Point S at the
wrapper dir each tarball actually unpacks to, matching the layout
hipBLASLt/hipsparselt already use. roct-thunk-interface's libhsakmt now
lives under the rocr-runtime/ wrapper too.

The 7.2.3 release-asset tarballs from ROCm/rocm-systems and ROCm/rocm-libraries

7.2.0. Adjust S= so src_prepare finds the source tree.
