sci-libs/csxcad: add 0.6.3-r1, drop 0.6.3

Move dev-libs/boost and sci-mathematics/cgal to DEPEND because the built library
links neither and no installed header includes them.

Raise cmake_minimum_required to 3.10 because CMake 4 dropped compatibility with
versions below 3.5.

The file writes to an unqualified cout, which no longer resolves.

sci-libs/csxcad: fix HDF5 HL detection with hdf5 2.x

HDF5 2.x dropped the h5hlcc wrapper, so a versioned find_package(HDF5)
can no longer resolve the HL component. Dropping the version matches
what upstream master does.
