sci-electronics/bender: force NO_COLOR in tests
The diagnostic tests match on the plain-text miette report, but owo_colors
injects ANSI escapes when it detects color support, splitting caused by
from the cause string and failing test_stderr_contains_caused_by_chain.

sci-electronics/bender: add 0.32.0, drop 0.31.0
Build without the new default slang feature, which fetches and compiles
the slang SystemVerilog parser and its C++ dependencies from the network
at build time. Bump RUST_MIN_VER to 1.89 to match upstream.
