pentoo-opencl: keep OpenCL and OpenGL on one LLVM slot

Mesa, pocl, intel-graphics-compiler (loaded by intel-compute-runtime)
and rocm-comgr (linked by rocm-opencl-runtime) all load LLVM into the
same process. Each defaults to the newest stable slot in its own
LLVM_COMPAT, so one that lags behind stays on an older LLVM, as pocl 7.1
did on 20 while the rest moved to 22, and the two LLVMs crash in codegen.

pentoo-opencl now has llvm_slot flags, defaulting like every llvm-r2
package to the eclass's newest stable slot, and blocks any of those
packages built for another slot. Nothing names a slot, so it follows
Gentoo; when a package lags, emerge stops and names it instead of
installing a mixed set. Blockers instead of slot USE deps keep the deps
solvable for every slot.

- intel-compute-runtime is masked on musl, so only pull it in on glibc
