net-proxy/qvplugin-trojan-go: raise cmake_minimum_required to 3.10
The plugin and its bundled QvPlugin-Interface declare cmake_minimum_required(VERSION
3.1.0), which CMake 4 no longer supports, and the other bundled sources stay below
3.10. Upstream is archived, so raise them in src_prepare.
