net-p2p/resilio-sync: added for 3.0

planning to submit the pr upstream as well, however numerous platforms
were dropped and the 3.x train requires a license file for personal
use which can be obtained for free, but is a change from the 2.x chain
could try to slot it, but likely not worth it since both are keyworded
