Remove old EAPI=7 ebuilds

Removed (all superseded by EAPI=8 versions):
- phpvirtualbox 7.0.0, 7.1.1, 7.2.1 (kept 7.2.2)
- imapsync 2.229-r1, 2.290 (kept 2.314)
- coppermine 1.6.19, 1.6.26 (kept 1.6.28)

- www-apps/coppermine 1.6.26 -> 1.6.28 (EAPI 7->8)
- net-mail/imapsync 2.290 -> 2.314 (EAPI 7->8)
- net-analyzer/nagios-check_iping 2.4.6 -> 2.4.12

QA fixes:
- All new/bumped ebuilds use EAPI=8
- PYTHON_COMPAT updated to python3_ across all Python ebuilds
- Removed unused LITERALNAME/SOURCEFILE/DIGEST_SOURCES vars (nameparser)
- Added DISTUTILS_EXT=1 for selectolax, netifaces-plus
- Correct build backends: hatchling for flask-wtf, flask-limiter, limits
- Hardcoded versions replaced with $ in nagios-check_iping
