net-dns/spf-flatten: new package, add 0.1.1, 9999

Flattens SPF records to stay within the RFC 7208 lookup limits. CRATES
and crate licenses generated with pycargoebuild. Upstream's release
profile strips the binary, so turn that off and let portage strip and
split debug info. The example config is left uncompressed so it can be
copied as-is.
