net-analyzer/pwru: inherit go-module, add libpcap build tools

The Makefile runs `go generate` and `go build`, so inherit `go-module` for
`dev-lang/go` and the compile environment; go.mod requires go 1.23.1, below
the eclass floor. It also builds the bundled libpcap, whose configure needs
`flex` and `bison`, so add them to `BDEPEND` as net-libs/libpcap does.
