QA fixes:

- Removed unused LITERALNAME/SOURCEFILE/DIGEST_SOURCES vars (nameparser)
- Added DISTUTILS_EXT=1 for selectolax, netifaces-plus
- Correct build backends: hatchling for flask-wtf, flask-limiter, limits
- Hardcoded versions replaced with $ in nagios-check_iping

A hacky way to patch check_ping so that it supports specifying which
interface to use. By using an ebuild, I ensure that it gets recompiled
as the libraries it depends on get updated.
