Second pass over the packages that were not installed when the first sweep
ran. These are all libraries whose subslot tracks the soname, so the atoms
get := for the same reason as the previous commit.
media-video/tbc-tools is edited in place rather than revbumped: it was added
earlier today and has never been pushed.
