media-video/smplayer: add 26.8.29_p20261025

Snapshot of upstream's qt6 branch (d49bdbe9), which carries the
26.8.29 release plus later master fixes and the Qt 6 runtime fixes
from 8984a1a05f (process error signal, subreader BOM, ini encoding,
multi-monitor). Refresh the advertisement patch to apply without fuzz
and make USE=debug actually re-enable console debug output.
