media-video/iptvnator-bin: add 0.22.0, drop 0.21.0

Also fperms +x /opt/IPTVnator/iptvnator.bin: the launcher wrapper
/opt/IPTVnator/iptvnator execs iptvnator.bin, but doins installs it 0644, so
the app died on start with 'iptvnator.bin: Permission denied' (the fperms list
covered the wrapper + chrome-sandbox + crashpad but not the real Electron
binary - a pre-existing bug). With +x it launches.
