media-video/hov-qt: add 1.3.2

Desktop UI rework, search history on all platforms, seek-stall and
YouTube SABR quality fixes, Android 12 (API 31) support.

Build configuration is unchanged from 1.3.1: the default GCC toolchain
with IUSE="kde +webengine" and no LTO switches in the ebuild. Choosing
clang (package.env) or LTO (CFLAGS) stays with the user.

Local verification (amd64): emerge --oneshot with FEATURES=test and an
empty DISTDIR, so the tarball is downloaded and the manifest verified on
every run, for the default, USE=-kde, USE=-webengine and
USE="-kde -webengine": all four install cleanly, the compiler reports
GNU 16.2.1 and the queue selftest reports 138/138.
