media-sound/ladish: adjust live ebuild to current upstream

Upstream has made a few changes, removing the need to patch the build
system to disable gladish and adding a new dependency. This commit
adjusts -9999 accordingly.

Upstream moved from git.nedk.org to GitHub. This also gave an
opportunity to migrate to EAPI=8 and fix a few minor QA issues (or
silence one issue which could be silenced safely).

Use new upstream git repo for the live ebuild, this supports Python3
Use modified version of openSUSE Python3 compatibility patch together with new upstream waf version
Drop all additional Python scripts as well as the GUI/gladish since it's using an unsupported GTK version

media-sound/ladish: Drop option to build the GUI

flowcanvas has been removed from the gentoo tree and is no longer maintained. Since the gladish GUI is 90% flowcanvas there's no way to have the GUI without it, so remove the option to build the GUI/gladish
This also fixes the installation of the .desktop file and icons to be conditional on if the GUI is built or not, before they were always installed even if the GUI wasn't built
