*/*: build the VapourSynth stack for one Python implementation

media-video/vapoursynth inherited python-r1 but never wrapped a phase in
python_foreach_impl, so it built a single module no matter how many targets
were selected: PYTHON_TARGETS advertised four and the installed package held
files for one. Upstream produces one stable-ABI module, so python-single-r1
describes it correctly.

Everything that imports vapoursynth can only work for the implementation it
was built against, so the whole closure follows: astdr, dfmderainbow, vsutil,
vspyplugin, mvsfunc, havsfunc, vs-jetpack and mvtools. vs-jetpack keeps its
multi-implementation dependencies inside python_gen_cond_dep.
