media-gfx/viu: update vendored crates for RustSec, revbump

Upstream's 1.6.1 lockfile pins crates with RustSec advisories that have
semver-compatible fixes. Carry the lockfile change as a patch and list
the newer crates:

crossbeam-epoch 0.9.18 -> 0.9.21 (RUSTSEC-2026-0204)

cargo-audit reports nothing for the patched lockfile.

media-gfx/viu: restore dependent crate licenses marker

pycargoebuild's in-place mode finds the crate LICENSE+= block by the
'# Dependent crate licenses' comment and refuses to run without it, so
the comment is functional, not decorative.

The block itself still matches the crates the ebuild vendors.

Unify the three styles that had accumulated across the overlay
(pf-sources-style tab+email-only, bidict-style 2-space+name,
plus a handful of one-off indents) onto a single canonical form:

- DTD URL on https
- 2-space indentation
- <maintainer type="person"> with both <email> and
<name>Ivan S. Titov</name>

Only the Titov maintainer block is touched; co-maintainers and
::gentoo proxy-project maintainers in forked packages are left
as-is. 66 files changed; pkgcheck scan identical before and
after.
