Upstream ships the static binary already stripped, so stripping it again only raises
the pre-stripped QA notice.

media-gfx/tifig-bin: add Nokia-HEIF-1.0, restrict bindist and mirror

The static binary links the Nokia HEIF reader, whose license permits only
non-commercial evaluation, testing, and research use and grants no right
to distribute:

The binary also links FFmpeg (LGPL-2.1+), libvips (LGPL-2.1+), and expat
