media-gfx/dibuja: new package, add 0.26.0

A small GEGL-based paint program in the style of MS Paint. It is built
with the GTK 3 interface rather than upstream's GTK 2 default, and
installs its insta-curve effect as a GEGL plugin. The Help menu opens a
hardcoded doc/dibuja path, so it is pointed at the HTML under doc/$
where econf puts it, and the duplicate copy of the top-level docs goes.
EXIF support through gexiv2 is optional.
