media-fonts/ubuntu-font-family: new version

This is the version corresponding to Ubuntu Lunar (23.04), and replaces
the combinatorial explosion of TTF files with OpenType variable fonts.
Tested in Firefox and gucharmap-3.0.1_p15.

Remove exotic arches from $KEYWORDS

The SuperH arch got deleted and pkgcheck is freaking out about it.
This made me realise I really don't care about Itaniums or HPPA or IBMs.

I can't imagine installing Gentoo on a Wii either, but it doesn't hurt
to leave PPC in there.

media-fonts/*: minor cleanups and KEYWORDS

These two ebuilds only unpack zips and install them, so they're not
arch-dependent.

Also changed symbola's src_prepare to src_install, because I don't like
spooky-action-at-a-distance with variables.

All changelog URLs are Atom/RSS. This is not specced by GLEP 68, but
it's objectively the only good way to use this field.

Apply some sanity to the license situation

GLEP 76 is in and repoman sucks slightly less now, so the headers can
reflect reality from now on. This change probably isn't complete but
it's a start.

New ebuild: media-fonts/ubuntu-font-family-0.83-r1

This removes a line in the ::gentoo ebuild that rm's the medium weight
fonts. Since this is stupid and breaks websites that use it, revert it.
