gui-wm/hevel: new package, 0_p20260507

Scrollable, floating, mouse-chorded Wayland compositor in the Plan 9
rio lineage, from derive linux. Configuration is compile-time via
config.h, handled with savedconfig. The Makefile hardcodes its
toolchain variables and /usr/local paths, so the ebuild passes
CC/CFLAGS/LDFLAGS/LDLIBS on the make command line with the pkg-config
flags inlined. Note the default terminal chord spawns st-wl, which is
not packaged; the postinst message points at config.h.
