gui-libs/xdg-desktop-portal-hyprland: add patch to fix high cpu consumption

Fixes #115.

Include https://github.com/hyprwm/xdg-desktop-portal-hyprland/pull/417.
Without it, since xdg-desktop-portal-hyprland 1.4.0, I regularly
had it using 100% CPU and I had to manually restart
xdg-desktop-portal-hyprland to fix it.
