gui-libs/neuwld: new package, 0_p20260712

Maintained fork of Michael Forney's wld drawing library, required by
neuswc. Upstream has no release tags (derive's own ports tree just
tracks git HEAD), so the snapshot pins the current commit and the
unkeyworded -9999 is there for tracking HEAD by choice. The intel and
nouveau libdrm paths are wired to VIDEO_CARDS; everything else renders
through KMS dumb buffers.
