gui-libs/neuswc: new package, 0_p20260726

Maintained fork of Michael Forney's swc compositor library, required by
hevel. Ships the setuid swc-launch helper so compositors built on it
can start from a plain TTY without a logind seat. Xwayland support is
behind USE=X; input is libinput. Same snapshot-plus-9999 arrangement as
neuwld, for the same reason.
