gui-libs/casilda: Update ebuild for 1.2.1
Slot-pin wlroots dependency to :0.19 to match casilda's .pc file,
which specifically requires wlroots-0.19.pc. Without the slot
restriction, portage could install wlroots-0.20 instead, breaking
transitive pkg-config resolution for consumers like cambalache.
