repo: experiment with category naming style (v1)

Rules & Restrictions:
1. Names:
- For categories, the name length must not exceed 12 characters.
- All names must be in lowercase.

2. Base/Special ("Magic") Categories:
These core categories do not use any operational or layer prefixes.
- */*-meta -> meta
- acct-group -> group
- acct-user -> user
- app-alternatives -> alternatives
- virtual -> (keep as is)

3. Restructured Prefixes & Operational Scopes:
- sci-* -> lab-* (Focus on application type rather than the
specific science field)
- dev-* -> (Only programming language toolchain+libs per language)
- games-* -> (Keep as is)

4. Hardware & System Abstraction Layer:
Consolidate hardware-related categories across app, dev, gui, media,
net, and sys namespaces into a single unified prefix:
- * -> hal-* (Hardware Abstraction Layer)

5. Interaction-Driven Namespaces:
Transition traditional software categories (app, dev, mail, media,
net, sys, www, x11) into top-level prefixes based on their primary
interaction method and architecture:
- * -> svc-* (System/network services and daemons)
- * -> cli-* (Command-line interfaces and utilities)
- * -> gui-* (Graphical applications and window environments)

6. Static Resources:
Introduce a dedicated prefix for packages whose final build output
consists strictly of static data, assets, or resources
- * -> res-* (Static resources only)
- sec-keys -> res-pgp
- sec-policy -> res-selinux
