fix(test): build 1password with binpkg-respect-use on the desktop stage3

The binpkg (respect-use=n) strategy for gui-apps/1password always failed
dependency resolution: the binhost's dbus/at-spi2-core/pam/polkit binaries
pull systemd and elogind into the stage3, which block each other (and
sysvinit on openrc). CI then fell back to a full source build (>1h).

- 1password: QA-TEST binpkg-respect-use on gentoo/stage3:desktop (digest
pinned). The desktop profile matches the binhost USE, so only 7 packages
are merged (5 binaries); the container test passes in ~70s.
- test harness: apply the multilib ABI_X86="32 64" override only with
respect-use=n; with respect-use=y it makes every 64-bit-only binpkg
mismatch.
- renovate: bump the digest of image= pins in QA-TEST directives.

fix(gui-apps/1password): bump to 8.12.36, follow renamed desktop file

Upstream renamed resources/1password.desktop to
resources/com.onepassword.OnePassword.desktop in the 8.12.36 tarball,
so the plain livecheck rename failed in src_install (doins failed).

test(gui-apps/1password): build it from the binhost

Its dependency closure is the gtk+/mesa/llvm chain, which the binhost serves
consistently now that binpkg containers match its multilib ABI. The source
build spent over two hours compiling that chain; the binpkg one takes 15
minutes, pulling 100 packages prebuilt and building 7.

Verified with FALLBACK_SOURCE=0, so the run could not pass by silently
falling back to the source build it is meant to replace.

feat(gui-apps/1password): new package 8.12.26

Reworked from gui-apps/1password-8.11.22-r1 in ::guru, which lags upstream
(8.11.22 dates from December 2025) far enough that current vault data is
rejected by the app it ships.

The upstream tarball host is not one livecheck recognises, so livecheck.json
pins the bump source to the anchor ids on the stable release page.
