add(games-util/vinegar-1.9.4): Roblox Studio bootstrapper, from source

Vendored release tarball, so no Go dependency tarball. GTK4/libadwaita
are dlopen()ed by puregotk and therefore declared by hand in RDEPEND;
the Vulkan layer is built with the user's flags and installed to the
libdir the loader actually searches. ~amd64 only: Studio is a Windows
x86_64 binary.
