因为这些包的授权或是禁止再散布软件本体、或是禁止对散布收取费用、或是要求授权方书面同意，而它们的 `RESTRICT` 缺少 `bindist`（`app-
misc/bcompare` 缺 `mirror`），构建出的二进制包与 distfile 会被当作可以散布，所以按各自的条款补齐。

games-fps/source-engine: drop obsolete waf -8 option
Upstream wscript no longer defines -8 (arch is selected with -4/--32bits and
64-bit is the default), so passing -8 makes waf configure fail with
"no such option: -8". Drop it; the default 64-bit build is what we want.
Build-tested on amd64: builds and installs (also confirms python3.14).

treewide: drop python3_11 from PYTHON_COMPAT
python3_11 no longer resolves for packages depending on dev-python/requests,
which dropped it. Raise the PYTHON_COMPAT floor to python3_12 across every
package in the overlay that still allowed python3_11, keeping the python3_14
profile default (ceiling raised to python3_14 where it was lower).
python3_15 is only kept where it was already declared and verified on 3.15
(mwparserfromhell: builds and tests pass); it is not added elsewhere, since
python3.15 is not installed here and could not be build-tested.
