games-emulation/libretro-vice-x64: rename from vice-x64-libretro
Match upstream and ::guru naming convention (libretro-<core>).
Also update the EMUTYPE extraction in src_compile to derive from the
new 'libretro-vice-<type>' PN form.
Tested via: ebuild manifest clean install.
