Python 3.9 support.

This commit adds provisional support for Python 3.9 to all
Python-centric ebuilds currently supporting Python 3.6 through 3.8.
Unrelatedly, this commit both removes all obsolete BETSEE ebuilds and
adds support for PyPy3 to both BETSE and BETSEE ebuilds.

dev-vcs/git-remote-dropbox: 9.4.0 bumped.

This commit both bumps the "git-remote-dropbox" package to its most
recent stable release and fundamentally refactors both that and the live
ebuild for EAPI 7 compliance.

dev-vcs/git-remote-dropbox: New.

"git-remote-dropbox" permits an unlimited number of private Git repositories
supporting an unlimited number of users to be freely hosted on Dropbox. This
certainly calls into question the current profit model of such popular Git
hosts as GitHub and BitBucket. The problem, of course, is that I like GitHub.
I wouldn't want to be in their unenviable (and increasingly untenable)
economic position. At the least, the future is unlikely to resemble the present.
