Replace usage of git-2 eclass with git-r3

The git-2 eclass has been removed as part of the distribution-wide
transition to Python 3. With that, a lot of our ebuilds no longer work.
This change adjusts them to use the new git-r3 eclass.

Add initial version of dev-vcs/git-foreach ebuild

This change introduces the ebuild for the git-foreach utility program.
It can be used to install the latest stable development snapshot of the
script.
