dev-vcs/fossil: update EAPI 8 -> 9

Every eclass these ebuilds inherit supports EAPI 9. Changed in place
without a revision bump, so installed copies are not rebuilt for it.

dev-vcs/fossil: require SQLite 3.54 for system-sqlite in 9999

Trunk raised MINIMUM_SQLITE_VERSION to 3.54.0 on 2026-07-01 to use
SQLite's new date/time modifiers, so USE=system-sqlite against the
3.53 releases fails at configure. Declare the real floor; until 3.54
is released, only dev-db/sqlite-9999 satisfies it and the bundled
SQLite remains the way to build trunk. 2.28 still needs 3.49.0.

Repo-wide sweep: 144 metadata.xml files updated to use the
https://www.gentoo.org/dtd/metadata.dtd DTD URL (was http://) and
2-space indentation (was tabs). Maintainer blocks left untouched —
the 2026-04-22 normalization sweep added <name> alongside <email>
where the maintainer was Ivan, but third-party maintainer entries
(lebedev.vasya@gmail.com, megagreener@gmail.com, brothermechanic@gmail.com,
etc.) keep their email-only blocks since we can't safely guess the
corresponding <name>.

pkgcheck stays silent on all metadata-* and maintainer-* checks.

dev-vcs/fossil: new package, add 2.28 and 9999

Fossil is a DVCS + wiki/ticket system used by SQLite and a few
related projects. Not currently in ::gentoo at 2.28 (tree still
has 2.27).

- 2.28: starts from ::gentoo's 2.27 ebuild with SRC_URI bumped
and a copyright refresh.
- 9999: uses git-r3 against github.com/drhsqlite/fossil-mirror
(the canonical git mirror of the upstream fossil tree).
