dev-util/trae-ide: add 2.3.53679, drop 2.3.49398

The new build bundles an Electron sandbox module (sbox.so, crashpad_handler, bwrap)
plus more prebuilt .so blobs with an executable stack, tripping the execstack QA
elog that fails CI. These are binary-only (no source to rebuild), so acknowledge
them with QA_EXECSTACK -- the standard Gentoo mechanism for prebuilt binaries
(cf. dropbox, gitter-bin, rust-bin in ::gentoo).

treewide: add metadata.xml with gentoo-zh as maintainer

Add metadata.xml to packages that were missing one, toward #448. Assign
the gentoo-zh overlay project (overlay@gentoozh.org) as maintainer rather
than an individual: the original provider rarely keeps bumping their
package, so in practice the overlay team maintains these anyway.
