dev-util/tailwindcss: add 4.3.3, drop 3.4.3

Since 4.0 the standalone CLI is no longer part of the tailwindcss package,
which now ships no bin at all; it lives in @tailwindcss/cli. Add a
files/$-package.json so the vendored tree pulls that in, and point the
installed entry point at its dist/index.mjs.

The CLI resolves `@import "tailwindcss"` with node resolution starting from
the input CSS file's directory, so a bare symlink only worked for CSS inside
the install tree. Install a small wrapper that sets NODE_PATH to the vendored
node_modules instead.

NODEJS_KEEP_DEV_FILES is dropped: it existed because v3 vendored yaml, which
keeps real sources under dist/doc. v4 does not vendor yaml, and the CLI was
verified to build CSS with the development files removed.

RESTRICT=strip is added for the prebuilt .node binaries that Lightning CSS,
@parcel/watcher and @tailwindcss/oxide ship.
