dev-util/roctracer: assert every src_prepare sed anchor

Eight substitutions, none previously checked, in a package whose seds decide
where libraries install and which compiler the test build uses -- both of
which fail silently rather than loudly if an anchor moves.

The die messages deliberately split into two kinds, because the right fix
differs:

- Adapting upstream to Gentoo (libdir/PROJECT_NAME, ROCM_PATH cmake search
path, COMMAND clang + its paired DEPENDS, COMPONENT asan, test install()
removal): a failure means re-anchor, and the message names what breaks.
- Working around an upstream bug (load_unload_reload_test for
ROCm/roctracer#109, -Werror for bug #892732, experimental/filesystem for
libc++): a failure most likely means upstream FIXED it, so the message
says to drop the sed rather than re-anchor it. Guarding these is still
worth it -- a hard stop on the next bump is exactly the signal that an
obsolete workaround should go, which is otherwise invisible.

All eight verified present against the therock-10.0 source. Worth recording
that -Werror survives at 10.0 as
add_compile_options(-Wall -Wno-error=ignored-attributes -Werror)
-- an intermediate check of mine reported it absent and was wrong; the sed is
still load-bearing.

Efficacy verified after src_prepare rather than trusting exit status: zero
libdir/PROJECT_NAME, zero test install(), zero -Werror, zero bare
"COMPONENT asan", zero "COMMAND clang" remaining.

dev-util/roctracer: reindent metadata.xml, drop unreferenced patches

Forked from ::gentoo at 10.0.0 with files/ and metadata.xml copied verbatim;
same two leftovers as dev-util/Tensile.

metadata.xml used tab indentation while every other imported ROCm package in
this overlay uses 2-space. Whitespace only: `git diff -w` is empty. The
::gentoo maintainer list is kept deliberately, matching the rest of the
imported ROCm cohort.

files/ carried four patches, of which the 10.0.0 ebuild references two.
roctracer-5.3.3-rocm-path.patch and roctracer-6.3.0-fix-prettyprinter.patch
were consumed only by ::gentoo's older ebuilds, which were not forked.

dev-util/roctracer: new package, fork ::gentoo's 7.2.0 at 10.0.0

sci-libs/rocSPARSE depends on dev-util/roctracer:$ UNCONDITIONALLY (not
USE-gated), and several other stack members take it optionally, but ::gentoo
stops at 7.2.x. Since the split stack is subslot-pinned as a single dependency
closure, a ROCm 10.0 rocSPARSE needs a matching-subslot roctracer that ::gentoo
cannot provide.

Forked from ::gentoo's roctracer-7.2.0 with SRC_URI retargeted to the
therock-<major.minor> rocm-systems asset. Both patches apply unchanged.
