dev-util: package hsa-amd-aqlprofile, rocprofiler-register, rocprofiler

These ebuilds are tested on debian bookworm with gentoo prefix server.
They are made with the help of codex to support jax[romc7-local] 0.9.2
with AMD MI100 GPU.
