dev-util/redpanda-cpp: add 3.5, drop 3.4

Upstream removed Red_Panda_CPP.pro and builds with CMake only, so inherit
cmake and set -DBUILD_TESTING=OFF to keep the previous behaviour of not
running upstream tests.

Upstream now defines isCompilerUsingUTF8 and isDebuggerUsingUTF8 on
non-Windows targets and fixed the other two hunks, so drop
redpanda-cpp-3.4-fix-linux-utf8.patch and files/.

cmake_src_install runs einstalldocs, which already installs README* and
NEWS.md, so drop dodoc.
