dev-util/{dockerfile,yaml}-language-server, dev-util/perlnavigator: refresh node_modules

The node_modules distfiles were resolved with npm --before=2026-09-20,
a 7-day cooldown on the transitive tree. At the maintainer's request they
were re-resolved with --before=2026-09-28. Changes:

vscode-languageserver-textdocument 1.0.14 -> 1.0.15 (all three)
prettier 3.9.8 -> 3.9.9 (yaml-language-server)

Both remain MIT; prettier's THIRD-PARTY-NOTICES licence set is unchanged,
and the new trees still carry no install scripts or native addons.

The tarballs are named after $ so the refreshed content never reuses
a published distfile name; hence the revbumps. bash-language-server
re-resolved to an identical tree and is left alone.

Verified: new tarballs uploaded and checked by GET (size + BLAKE2B match
the Manifest); ebuild clean install (unprivileged) with no QA notice; each
server in the image answered an LSP initialize.

The seven node_modules/vendor distfiles are generated by the recipe in
each ebuild header and hosted on distfiles.obentoo.org; all seven were
uploaded and checked by GET against the Manifest (size and BLAKE2B).

Every package installed unprivileged (ebuild clean install) and its
server answered an LSP initialize, or --version, from the image.
Not covered: a real merge into /, arm64, the fortls test suite (no
pytest/json5 on the build host).

basedpyright (core-js 4.0.0-alpha.1 non-free licence) and intelephense
(proprietary EULA) are recorded in .autoupdate/not-packageable.md.
