dev-util/paseo: allow slot 45
Add 45 to ELECTRON_COMPAT and test the new electron slot in CI; all slot
entries now disable every other slot explicitly.

dev-util/paseo: add 0.13.0
Paseo is a voice-controlled development environment for local AI coding
agents. Builds the npm-workspaces monorepo against dev-util/electron (slots
43/44, default 44) with electron-builder and installs an orca-style launcher,
the paseo CLI shim, and a resourcesPath-override preload for the CLI.
