dev-util/orca: fix clipboard on electron 44
Electron 44 removed the legacy clipboard surface (availableFormats,
readBuffer, readImage, writeImage, writeBuffer, selection arg), which
broke paste on the 44/45 slots. Add a compat module and route the
main-process clipboard callers through it.

dev-util/orca: fix desktop icon
A themed icon name is looked up with context-shortening fallbacks, so
"orca-ide" degrades to "orca", which Faenza and other themes ship as the
screen reader's accessibility icon and which wins over hicolor. Reference
the pixmaps file by absolute path instead so menus and notification
daemons render the real app icon.

dev-util/orca: fix cli install
Restore the exec bits doins strips from the installed tree (CLI launcher,
agent-browser, bundled node) and bridge the system electron slot to the name
the CLI launcher probes, so the orca command works. Replace the bundled
multi-platform ripgrep with a shim to the system one, which the packaged app
never resolves from PATH.
