dev-util/intelephense: new package, add 1.18.5

PHP language server, reinstated after the licence review: the EULA
forbids modifying and redistributing the software, which an ebuild does
neither -- the user's machine fetches the tarball from npm and the files
are installed byte-for-byte. RESTRICT="bindist mirror" keeps it off
mirrors and out of binary packages, and users opt in through
ACCEPT_LICENSE="intelephense" (licenses/intelephense is the upstream
LICENSE.txt verbatim). Its not-packageable.md entry is removed.

Verified: pkgcheck (only the x32 nodejs NonsolvableDepsInDev shared by
every npm package here); ebuild clean install (unprivileged), no QA
notice; image byte-identical to the npm tarball; the installed server
answered an LSP initialize with 21 capabilities.
