gitea-runner: bump 4.0.x to 4.0.1 (#35)

Bugfix-only patch release; all ebuild anchors verified at the tag
(go 1.27, ver.go ldflags, generate-config, unit path sed). 3.5.0
stays per the keep-both decision. Manifest regenerated by CI once
gitea-runner-v4.0.1 exists.

gitea-runner: add 4.0.0 alongside 3.5.0 (#30)

Byte-identical copy of the 3.5.0 ebuild: the go 1.27 floor, ldflags
version variable, generate-config and the systemd unit path are all
unchanged at v4.0.0. 3.5.0 stays: the deployed runners are 3.5-based
(upstream dind image today, oneshot VMs next); 4.0.0 carries breaking
config changes (valid_volumes globbing, cache routed through the
runner) and waits for a deliberate upgrade. The Manifest is
regenerated by CI once the gitea-runner-v4.0.0 distfiles release
exists.
