Address PR comments for openai/codex ebuilds

This commit addresses the following PR comments:
- Adds missing system dependencies to dev-util/codex and updates the GitHub workflow.
- Removes redundant src_prepare function from dev-util/codex ebuild.
- Adds missing maintainer to dev-util/codex/metadata.xml and dev-util/codex-bin/metadata.xml.
